Unemployment Insurance -- Financing -- Funding Strategies
Typically, states use one of two primary strategies to fund their unemployment insurance programs. The first, advance funding, relies on the establishment and maintenance of a sizeable fund out of which unemployment benefits can be paid. The second, known as pay-as-you-go, utilizes a system by which employers are called upon to pay into the fund on an as needed basis. Both systems are currently in use, and both have their pros and cons.

Congress enacted the Age Discrimination in Employment Act of 1967 (ADEA) to prevent employment discrimination on the basis of age against persons 40 years of age or older. The ADEA applies to most American employers with 20 or more employees. To aid in enforcement efforts of the ADEA, implementing regulations require covered employers to retain a number of employment records for specified periods of time.
What is a Disability under the Americans with Disabilities Act of 1990?
Congress passed the Americans with Disabilities Act of 1990 to protect persons with physical or mental disabilities from discrimination. Under the Act, a person is "disabled" if he or she has a ''a physical or mental impairment that substantially limits one or more major life activities.'' Although several other requirements must be met before a disabled employee is protected under the Act, the establishment of a disability is the first step.
